Update the citation for United Nations Declaration on the Rights of Indigenous Peoples Act, SC 2021, c 14. - it has been a while since it was a 'Bill' so that part does not add context anymore.

Technical
There are many types of data institution that cannot possibly comply with this, so would like to see some framing around that - police and regulatory investigative data in particular. Privacy by Design principles do explicitly exclude surveillance data and applications and specify that PbD does not apply to all types of systems, I believe the same should be applied here.
