DGSI 119-1, Election and Voting Technologies – Part 1: Vote Tabulators
This Standard, DGSI 119-1 specifies the minimum requirements for the design, installation, operation and maintenance of vote tabulators and vote tabulator systems.
This Standard is applicable to the producers of vote tabulators and vote tabulator systems and any organization that intends to run a democratic election using vote tabulators and vote tabulator systems. This Standard does not apply to batch-fed tabulators or central tabulation devices.
This Standard, on its own, does not directly address the use and correct function of the vote tabulator. These technical baseline requirements do not guarantee that the Official Statement of the Poll matches the paper ballot. This Standard must be combined with operational procedures such as rigorous pre- and post-Logic and Accuracy Testing, and audits such as Risk Limiting Audits.
This Standard is intended to be used in conjunction with an operational Management Standard.
This Standard does not replace electoral management bodies’ responsibilities to ensure that their operational policies and procedures continue to adapt to the ongoing voting technology threat environment and the transparency necessary for trust in the democratic process.
