Technical
There are many types of data institution that cannot possibly comply with this, so would like to see some framing around that - police and regulatory investigative data in particular. Privacy by Design principles do explicitly exclude surveillance data and applications and specify that PbD does not apply to all types of systems, I believe the same should be applied here.

I would suggest linking to a Canadian-specific approach versus the United Nations if possible
